Local Government Minister Hon. Balaam Barugahara Ateenyi has uncovered a multi-million shilling "ghost pupil" financial scam at Naiku Primary School and four ghost staff on the payroll of Naiku Health Centre III in Mbale District. Supported by the State House Anti-Corruption Unit and CID, the minister demanded accountability from the District Education Officer over the severe systemic oversight failures.

Local Government Minister Hon. Balaam Barugahara Ateenyi has recommended the immediate recall of the Jinja Chief Administrative Officer (CAO) to allow the IGG and State House Anti-Corruption Unit to conduct a comprehensive desk audit. Speaking during a special Jinja District Council sitting, the minister also launched the nationwide “Kisanja End Corruption in Local Government” campaign.

The government has launched the State House Strategic Development Plan, Client Charter, and Service Delivery Standards at the Sheraton Kampala Hotel. Presided over by Hon. Santa Sandra Alum Ogwang on behalf of Minister Babirye Milly Babalanda, the newly unveiled regulatory framework introduces stricter accountability mechanisms to align State House operations with President Museveni’s anti-corruption directives.

President Museveni has used the reading of the Shs84.4 trillion FY 2026/27 budget to warn NRM and opposition politicians to aggressively monitor public funds or face prosecution. Read by Finance Minister Henry Musasizi, the budget prioritizes a 10.2% growth target, fueled by the Parish Development Model and upcoming commercial oil revenues.
